Honda HR214SXA Fuel Leak

I recently took this mower out of storage (in there ~1 month). When I turned the fuel valve on, fuel is pouring out between the air intake and the spacer right next to the carburetor. When I took the thing apart, it looks like fuel is coming out what I thought would be a vapor vent of some sort. So I figured the thing was just clogged and so I just replaced it with a new carb. Well the same thing still happens. I could use some help here . . .

The float needle is not seating, or the bowl drain screw is open (If equipped... I didn't look the carb up).
