What is the required foot pound torque for the flywheel on an older walk behind "Scotts" Tecumseh OVRN120? Also, Does the model number or engine number determine the age?

51 foot pounds. On the sticker where you see the model and family, in the right bottom corner you will see DOM (date of manufacture). To decipher it, the first 2 numbers are the year, the next numbers are what day of that year it was made. 05267B means it was made the 267th day of 2005.
