Yep, stuck float or leaking float valve. Try a little Sea Foam in it. Double dose about a quart of gas. Put that in the tank. Shake it around a little to let it mix. Turn on the gas. Let it leak out the carb for about 30 seconds, then shut off the gas at the tank.
After it sits for a hour, tap on the side of the carb bowl with a piece of wood or hammer handle. It that makes the leak stop, turn off the gas and change the oil, you likely have gas in the crankcase.
Then start it up, let it run for awhile and stick it back in the shed. Hopefully you won't have any more snow this year.
