Need A Little Help

I am working on a Honda Generator,,ES6500. Customer brought it to me as a non running machine but had already sent Carburetor off to be fix by someone in WI. Oh the numbers off the engine are GA01-1301-223. Well I found the problem why it would not start, fuel solenoid froze up from bad fuel. I got the solenoid working and it does run but runs poorly. Surges and when placing it under load (working a drill) it will run rich, spit black smoke. Took it apart again found a split o-ring on float bowl nut. Put it back together and it does the same thing. Took it apart again and let it sit for 8 hrs in cleaner and still runs poorly, rich, surging. Iam lost for what is wrong. New carb is $126.00,,but I didn't leave the fuel in it to ruin the carburetor!! Any Ideas???

Look at part #43 on this site. Most honda carburetor problems are found in this part. Either the jet gets clogged or someone reams the hole out, making it too big, or messes up the o-ring.

Yeah, the mixture screw in made to break if you try to tamper with it and get it out. I'd be tempted to just buy one of the chinese knockoff carbs for $30.
