Generator starts by itself

I have Powermate Generator, with electric start, that I finally got a new battery and installed. With the positive hooked up, and the switch off, I hooked up the negative and the starter turns over. I figured the switch was bad but I had an electronics guy ohm it out and it checks good. What causes this? Thanks.

What model is it?

Does it have a starter solenoid? It could be "welded" shut.

Yep, the solenoid is likely stuck.
