It's a lawn mower. If you have a steering wheel puller, use it, or go to Autozone and rent one (they are free to rent, just leave a deposit). There are holes in the top of the flywheel for the puller bolts.

To lock the engine, remove a spark plug and fill the cylinder with starter rope, leave a little hanging out. When the piston tries to compress the rope the rotation stops and nothing gets broken, when finished, back it off a little and remove the rope. Have a good one. Geo
