Lawnmower mandrell pulley

We have a Model #917256460 Craftsman Tractor.
I replaced both mandrels. When putting the pulley on, washer first then pulley then nut/nest, I see some of the spleens of the mandrel above the pulley. With that, does the nest tighten on those visible spleens. A second washer does cover the visible spleens.
(there was only one washer removed), but I forgot from where. The parts diagram shows it (1) goes on the way I did it. What do you advise?

You are correct,,,washer, pulley, and locking nut. There will be some splines above the pulley, if you study the bottom of the nut, it does not thread all the way to the bottom of the nut, it is resesed for the splines. Good luck.
