15 hp B&S won't start/spin

I have a Briggs & Stratton I/C Gold 15 hp OHV Model- 28N707 engine and it won't start. The starter will spin the motor until it hits the compression stroke. Then the starter just clicks and try's but can't seem to spin the engine. I've taken the cable off the starter and hooked up jumper cables from my pickup and hooked the ground to the engine bolt and tapped the positive on the starter bolt and it does the same thing. So I am pretty sure it's not the battery. Is it possibly the starter? Or something wrong with the engine? It is on a Craftsman riding mower.

You need to adjust the valves.

Pull the plug and try it to make sure the engines not ceased.
Double check to see if the keyway is still lined up in the flywheel.
If someone hit something with the blade it can shear it off and throw it out of time.

Oki will check this out. Is it possible to shear the pin on a riding mower since the blades are run by a belt?

Ok and thanks for the help. Guess this will have to go to a mechanic as I don't know how to do that!!!

Adjust the valves. Your flywheel key is fine.

There is no pin It's a key, which could be square or a woodruff (1/2 moon shaped).
