Honda Harmony 215
I have a Honda Harmony 215 engine serial # GJAB-6676453
I tried starting up for the first time in about a year, and would only run for a few seconds. I went and got a replacement spark plug and put it in, and now it wont even turn over. I'm starting to think it's a carb problem. If anyone can help me that would be great.

More than likely your right "carb problem" sitting a year with any gas at all in the carb bowl can cause issues. Be sure and ck for spark and if you can remove the carb bowl clean it out, change the gas in the tank and try again, if no luck it may be time to remove and clean the carb.
