Can't figure out where spring goes on lawn mower

So my girlfriend has a lawnmower that won't start. I took the carburetor apart and cleaned it up and all that good stuff but I guess while I was doing that a small spring like think came off. I can't figure out where it goes. It has a coiled section on one end and just straight the rest of it. The model # of the mower is 11a-08ma029. I also have a picture of the spring. Any help on what this is and where it goes would be greatly appreciated. (Writing this from my ipad)

The spring goes over the throttle linkage. The hook on the end is broken off. It hooks in the same holes that the linkage hooks into at the throttle plate and the governor arm.
