Sheareed Flywheel Key question

Can a sheared flywheel key cause a Briggs Intek OHV 18.5 hp engine to act like the valves are out of adjustment causing the engine to turn over and stop on the compression stroke ?

Certainly. It is out of timing, just as your car would exhibit the same thing. It is trying to fire before the stroke completion. Replacing the key should bring it back to equilibrium.
