Look for the clutch dogs on the flywheel. They are probably stuck in the out position.

Thanks for advice. I have stripped down the trimmer which does not have a clutch but only a rotor. The springs in the rotor are broken and so the pawls do not connect to the pull starter wheel. I have tried to source the complete rotor kit no UP03009 without success.Could probably refit torsion springs if I had part no or source,Kind Regars, SeamusHynes

Clutch dogs/pawls, same thing. It's a type of clutch. Your local small engine shop may have a junk one in a pile you can get parts from. Ask for the flywheel, or search one on ebay.
