5.5 hp honda lawnmower motor won't start

Live in central VA where we with small gas motor tools have problems with ethanol gas. Therefore, try to use nonethanol as much as possible. Motor has fresh nonethanol gas and new plug with starter fluid in carb, plus drained the carb but still won't start, even after 20 pulls. Haven't blown air in carb with air compressor. THere's no manual gas pump primer on this motor. First year first time can't get it started. Neighbor told me there's some type of electronic device somewhere on motor that may be defective. What do you think?

He may be talking about the coil. Remove the spark plug and reconnect it to the rubber boot.
Touch the metal part of the plug to metal on the engine and see if there's a blue spark.
If there is then it's more likely a fuel issue.
Remove the bowl on the bottom of the carburetor to see if there's water or trash in it.
When you remove the bowl the float should drop down and fuel should run out, it you lift it with your finger it should stop the flow of gas.
If nothing runs out then it's time to remove and clean the carb. with carburetor cleaner.
