Generator with briggs and straton engine will not start

Generator with briggs and straton engine will not start
I have a 19G412-0129-01 briggs and stratton engine. after running out of fuel the engine will not start. this is on a 5000 watt generator.
1. oil level switch functions and operates
2. new spark plug installed
3. new coil installed with .010 clearance at flywheel magnets
4. Key way on crankshaft not tight and weights hit tdc when piston is at tdc
5. wire from coil removed and engine turned over with not spark
I am thinking that maybe the new coil is bad but cannot remember how to check. there appears to be resistance in the coil but not too much. coil wire does not appear to be broken of shorted out.
Any ideas would be greatly appreciated. It appears it is grounding out. But where I do not know.

Ok here is the reason that the generator motor did not start.
the installer of the coil is technically blind and missed the installation of the rivet on the coil for the cooling baffel. so the coil was installed backwards. I would not have thought of that. changed the coil around and voila the generator starts and runs smoothly.
