Tecumseh primer bulb
Hi all ,how can I be sure if the priming bulb is working, the engine will start but surges and starts to die until I press the bulb to keep it running,the carb has been rebuilt all jets have been cleaned including the bowl bolt. Engine model. LV192EA

Primer bulb
The primer bulb is working if you can use it to pump more gas into the carb, but you still have a carburetor issue.There is still something blocked in the carb.

Take the bowl nut out and clean out the holes in it. There are 3. One goes through one side out the other, one through the center, and a tiny one that is in an unthreaded section near the end of the bolt. This tiny one is hard to see and where your problem lies.
