Craftman 6.0 Self-propelled front wheel drive Mower

Craftman 6.0 Mower - front wheel locked up
Hi, I have an issue with the self-propelled drive as below:
- when engaged, the wheel locked up.
- I opened up the cover, I can see the drive belt.
- While the engine is running without engaging the self-propelled drive
the belt and the pulley is working fine.
the wheel is not locked up at all.
- Once I engage the drive
the belt stop running, and it appears loose. pulley does not move
making noise
wheel lockup
- as soon as I stop the engine, the belt tighten up again
This is a 2001 Craftman 6.0
Model: 917.377151
I am thinking that it is issue with the belt.
But how to explain the belt is tight when the engine is not running.
Am I having issue with belt? Would someone help please?

I checked again this morning. The belt is not running at all when the engine is running.
It appears looser while the engine is running than while it is idle.
The cable appear to be normal, engagement does not change mounting position.
I think I need to get a drive belt.
Any idea where I can get it.
