Tecumseh HSK600 two cycle

I have a 2 cycle engine on my kids kitty cat snowmobile and have been having problems getting it started when cold. It floods real easy. I've tried adjusting the float in the carburator to no avail.
I took the motor apart and everything looked good except for one thing I'm not too sure of. The Compression Release Cover (#570708) seems to have a small hole in the reed on the exhaust. I can't find anything that shows if it has a small hole in it or not. Does anyone know anything about these?
Any help would be appreciated.

I think I would repost this in the section on ATVs and snowmobiles just above this section. Those guys do a lot of dismantling machines like yours and are probably going to be more help. I reread this and see you're talking about the compression release.

I think I may have confused you with my description.
On the back side of the cover is what appears to be reeds. The top one, which had a lot of carbon build up on it, had the small hole in it. I don't know if the hole is supposed to be there or not.
I'd hate to purchase one if it has a hole in it.
