Drive wheels on Simplicity snow blower

Drive wheels on Simplicity snow blower

How do I get both wheels to drove on my Simplicity 1390E. 2 stage? Manual doesn't help

If it's like my Toro you have to move the key (#7) to the inside hole which goes through the rim, not outside it. When in the outside hole it is freewheeling making it easier to move around the garage.

If you look at both wheels you should see the difference.

Thanks but with one hole in the wheel hub and 2 holes in the axel, either axel hole acts the same. And it makes sense - just a different position of the hole in the axel won't change anything.
