Can't shift Snapper mower

I have a 12 hp 28" Snapper series 23 mower I bought new in '02, I believe. Last season it became increasingly difficult to shift in to reverse. Now the lever won't go back or forwards. I have it on the back stands, with the clutch pressed down the rubber wheel is clear of the plate, and vice versa. Since the lever is stuck in neutral, the wheel is in the middle of the plate. I don't see any obvious reason for the shift linkage to be stuck, is it likely the transmission is stuck and won't slide on the hexagonal axle? More importantly, how do I fix this?

Usually this is because the axle boots are broken and dust and dirt have gotten on the hex tube, jamming it up.
