Sshindaiwa trimmer flooding

My t-27 trimmer was flooding out and would not start excessive fuel in the cylinder. I cleaned the carb. No help. I installed a new carb and still having the same problem. Any suggestions?

Yes, good fire. If I dry out the cylinder it will start and run until it floods out. About 3 sec.

Sure sounds like a carb problem to me.
