Question Briggs 6.5 HP Low RPMs

I have a Craftsman tiller with a 6.5hp Briggs motor model #120402-0213-E1 and I'm having a problem with the engine running at high enough RPMs to avoid dieing when I put it under load. The motor starts fine, 1st or 2nd pull with the choke on. I can move the choke control lever back to run and it runs smooth, no surging. I move the throttle control all the way to fast and the motor does speed up but not to where it should be. I have to over ride the governor to increase the RPMs in order to operate the tiller. The motor runs fine when I do over ride the governor.
Am I looking at a carb needing a good cleaning or something more involved?

Sounds like the governor static tension spring needs more tension.
