how to change flywheel "dogs" on Craftsman weedwacker model 31679197

I have a craftsman 4 cycle weedwacker and the "dogs" on the flywheel (that engage the pull cord to start) seem to be rusted up and not engaging the pull cord to start. In the process of trying to loosen them up with WD40 and prying on them, I broke one of the teeth that the dog spring was attached to.
How do I fix this? can just the dogs be taken off and changed? or does the whole flywheel have to be changed?
Etiher one--- how to go about the removal? it seems like its going to be a whole flywheel change but cant figure out how to remove it..
