small engine lube

I have a White Outdoor mower, model GT22550H, with a tecumseh engine model VTX691. I removed the rocker covers, and the right side look dry,lacking oil. and showed some wear. the left side looked wet and well lubed. how can i correct this problem?

That's an engine that doesn't show up often. All I can say is that is the higer side, up from the oil pan, and it is going to get less oil. Tecumseh wasn't know for their superior engineering or quality parts, so it might just be all there is to be expected. If the oil pump isn't performing to par, that would contribute to the problem, but I don't know that parts are available for this engine anymore... they've been out of business for quite some time now.
