Craftsman 19.5 hp lawn tractor wont start.

This is model number 917.271814 and is the Briggs and Stratton 19.5 hp engine. I have spark by testing plugs against the block, I have compression and have fuel. Rebuilt carburetor, cleaned magneto and checked safety circuit. Think I have a valve issue but all webistes show an access panel to adjust the valves which mine does not have. Do i have to remove the heads completely to adjust the valves. Not sure if it matters but did have the mower standing on its end to replace spindle bearings. Ran for 10 minutes then died and now wont restart. Please help, grass is getting taller.

That's the lawn tractor number apparently. Is this the engine? - 19 5HP Briggs Intek Engine 1"x3 5 32 Shaft Sabre 1438HS Mower 31P677 0912 Z5 | eBay IF so, the valves would be under the cap with the four bolts and OHV stamped on it, I believe.
