Unhappy 18 hp briggs opposed starts with only one spark plug

18 hp twin II Opposed Briggs and Stratton model 422707, type 1263 01 my engine I got will only start with one spark plug in the lower cylinder. with both in it does one rotation and stops, then another, and stops again. think it could be too much compression, but when I got the mower it wouldn't turn at all. so I put a new gasket on the 'oil pan' and it turns and will start with only one plug in. what can I do to fix this? thought a valve adjustment was needed but don't know if that can be done with this motor.
Spark is defiantly not the problem.

Sounds like your starter top bushing is worn and/or the battery isn't strong enough. These engines require the bigger $50+ battery (350 cca or so) to reliably start.

thanks i'll look into it, the gear looks fine and I've used jumpers but it still does the same thing.
