Craftsman Push Lawn Mower revs too high

I recently was cutting grass with no issues with my Craftsman lawn mower with a Briggs and Stratton engine when it died on me. I added gas but it still did not start. I tried several things and eventually it kicked over but quickly died.

I read through several places and decided to replace the spark plug, air filter and choke spring thinking that may be the cause. Well, now it runs way too high. The choke acts like it is stuck open. I can flip it and it would barely run. I have a new spring on the choke but it acts like the choke is either stuck open or closed.

I am sure this is a simple fix but need some guidance.... help!
