the mower control lever on my riding mower will not return all the way to the off (disengaged) position therefore the mower will, now, not start. how can i get the control lever to return all the way to the off position so i can start the machine and how can i prevent this from happening again?

Pull out on each of the blade brake arms on the deck. This will let the rotating piece come back to the off position on the deck. Then clean the debris off the deck and look at the ends of the brake arms at the other end... near the center of the deck. They have rollers on them. Free up those rollers so that they roll freely and lubricate them and lubricate the pivot point where the bracket with the tensioner pulley on it rotates.
