Riding mower blades won't engage in low cut height

I recently got a Bolens (MTD) riding mower as part of the deal when I bought my house. For a couple months, it worked just fine, but for the past few weeks, I can't get the blades to engage on any height setting lower than 3. Prior to this, I mowed on 2 with no issues. It is a 38" cut model with 2 blades.

Any ideas on what might be causing this?

I'd look at the front deck hanger and the bracket is mounts to under the engine. I'm thinking it or something has bent, allowing the deck to either tilt down in the front, and/or shift forwards, causing the deck poulleys to move toward the engine pulley a little and thus resulting in the belt being too loose.
