Toro Tractor hydrostatic won't disengage

14 hp Toro HL38, older model. When I pull the lever out so I can push it does not do anything. It used to work somewhat, I could push it but it was hard. Now it won't disengage at all. I searched the web and found plenty of people had the opposite trouble, it wouldn't engage. I pulled the back cover off to make sure the lever is moving, and it is. I also made sure the shaft the lever is on was turning and it is. I don't want to pull the thing apart, any other ideas? Thanks

I've seen some hydros do this, but I never opened them to find out why because they worked otherwise. I would guess that the valve inside is sticking for some reason.
