Troy Bilt Garden Cultivator

I have a Troy Bilt garden cultivator model 144tb. The start rope will pull and retract but will not engage the engine to start it. What would be causing this? I really would like to have this going but just don't have money to put it in a repair shop right now. It doesn't seem like it would be something too difficult. Thanks for any help.

Something in the range of 3-5 bolts should remove the housing with the pull cord so that you can see what is going on inside. Nothing to be afraid of, but I would probably remove it carefully, just in case something has come apart and the spring is waiting to pounce on someone. What brand and model engine is it?

I don't find any other numbers except the 144tb on it anywhere. I was able to get the housing with the rope assembly off. With the assembly off, the rope pulls and retracts very smoothly but when I reattach it to the engine it will still pull and retract but you can hear it slipping when it comes up against the resistance of the engine.
