Tecumseh Carburetor

Hi
I have a Tecumseh model HSK845 8222D engine on a 2 cycle MTD snowblower model #31AE150-129.
It leaks gas from where the carb mounts to the engine when it's not running, when it is running it does not leak,what might be causing this?
Also any tricks or tips on how to remove the carb mounting bolts they are very close to the carb body hard to get a tool in between I believe they are Allen heads and lastly the governor spring has a long and short side does it matter which end attaches to the carb both hooks are the same size.

Needle valve is sticking or has trash in it. Can not see from here what it looks like without a picture.

Thanks checked needle, seat and float they seem ok holding pressure.

Does it have a metal float? If so, there is probably gas in it.

Thanks Cheese I checked the float yes it is metal but it is dry when I shake it .

For some reason your float needle is not sealing against the seat, so either the float isn't working or the needle and/or seat have problems. One or the other. They are cheap and easy to replace.
