Mower stalls when trying to use self propel mode

Troy-Bilt, Briggs&Stratton engine 190cc, 21"

Engine will start and run, but when you pull up the bar to engage self-propel, it stalls out and will not restart soon...

Any ideas?

When it stalls out does it die as if it were shut off or does it sound like it is overloaded and stalls slower?
Can you mow with it without using the self-propel?

stalls slowly. will run before engaging the drive...

Has any work been done on the mower or has it sat a long time without being used? Can you mow without using the self propelled drive?

I'm wondering if either the governor is disconnected or not working or maybe the carburetor needs cleaning.

no work done... but started happening shortly after my son was using it and it tipped over slightly (he was mowing horizontally across steep hill...). I was out of town, and his mother but about 3x as much oil in thinking that was it... ug... there was oil in the air filter....

I assume you've drained off the excess oil, have you cleaned the carb? If the carb is clean I'd lift the drive wheels and see what happens when you engage it.

yes drained oil, haven't cleaned carb, and will check the drive wheels. thanks!

Without mowing or using the self propel does the engine run smoothly from idle up through full rpm? Does it surge or not run at full rpm or idle?

I'm with Pilot Dane... if it runs fine until you engage the drive wheels, there is something binding in the drive assembly. If not, then it could be carburetion.
