blade not engaging - lawn mower non electric clutch

2002 Castelgarden EL63 with a B&S 6.5hp engine - running fine then blade disengaged (single blade with 1 drive belt) to the engage blade you pull a lever which is attached via a cable to a unit between blade and engine output spindle which appears it compresses a plate to engage the blade). adjusted the cable to its shortest setting - no chnage drive belt is very worn but still drives the mower with no problem - on the 'drive/clutch' unit there is a thin disc approx 1mm thick between 2 parts of the unit which moves around... will get a new belt hoping it's that simple but wondering what the thin 'disc' / 'washer' is????

Belt

Check to see if the belt has come off of the drive pulley.
