Hello and welcome MrMoJo to the Do It Yourself Web Site and my Small Engine forum.

My guess is the 3% is based on the fuel tanks capacity.

Best bet would be to use one of the standard ratio mixes.

Ratio................Oil.<ounces>.........Gas.<Gallons>.....
16:1..................8....................1................
20:1..................8....................1.1/4............
24:1..................8....................1.1/2............
32:1..................8....................2................
40:1..................8....................2.1/2............
50:1..................8....................3................

Keep in mind that some brands of two stroke oils may vary the blending ratio.

You may also elect to use one of the synthetic brands of two cycle oils. With these there is less blending since one container is the correct amount of all two cycle engines.

Any motorcycle/scooter shop in your local area can offer you the best advice and product to use.
