Starter won't turn engine to start on Craftsman t2400 riding mower

I have a Craftsman t2400 riding mower. The starter will not turn the engine over to start. This happened after the drive belt broke. The starter was operational at that time. The drive belt has been replaced. The battery is okay and fully charged. When I remove the spark plug, the starter will spin the engine. After replacing the spark plug the starter will spin less than a turn and stop.

If it has a overhead valve engine the valves probably need adjusted so the compression release will activate. Have a good one. Geo

Drive belt too short or threaded wrong causing it to be too tight and the starter is trying to turn mower and engine both. Too much strain.
