all choked up

I have a Huskee riding mower with a Tecumseh 13hp OHV #WTPXS3582AA-206820C ENGINE it only runs when choked 50% but when I engage the blades it either stalls out or has limited power. it has new plug, air filter, fuel filter, and oil and carb is only 2 seasons old. help

It sounds like the carburetor needs to be disassembled and cleaned. There is probably a jet, orifice or passage inside that is clogged or partially blocked.

after cleaning with carb cleaner do I need to let dry before reinstalling and will there be a gasket to replace?

Does this carburetor have the plastic bowl?

No, you don't need to let it dry. There will be gaskets but whether or not they need to be replaced depends on how they come off. Sometimes they come off intact and can be reused. Sometimes they tear and need to be replaced.
