Honda GX340 Over revving.

Bought a Simpson 3000 power washer at auction. Pump was in pieces and motor was stuck.
A little PB Blaster in the cylinder overnight and it broke free. Removed belts to the pump, so no load, a little carb cleaner up the jet, cleaned the bowl, changed the oil and cleaned the gas tank. Had to be sitting for a long time but when I drained tank there was no old gas smell.
Kicked off and ran WOT. Choke had some affect but governor linkage is frozen.
I haven't done anymore to this motor but it will start easy. Could carb linkage alone be stronger than governor if carb is stuck? I don't need the motor right now but you can never have too many GX horizontal shaft motors laying around.
When I get back to it, where do I start?

Most likely the throttle shaft in the carb is stuck.
