Brand new Honda GX200 clone idle issue

Brand new Honda GX200 clone idle issue

I have a 6.5hp 196cc Honda clone brand new, When I first started the engine it raced up to a really high idle (The throttle lever was at the slowest setting) so i went to turn the idle screw on the carb behind air filter and it didn't do anything. When i gave the engine some gas it picked up and started surging at high rpm.

Any suggestions on what it could be or what can be done?

Can you close the throttle on the carburetor manually and slow it down?

yes, i can close the throttle on the carb and it will slow down

If you look at the governor arm, there is a spring going from that to the throttle control. Move the throttle control in the direction that decreases the tension on this spring. Does the spring loosen? If so, start the engine and see if it still revs up too high. If so, I'd say your governor either got out of adjustment or came apart internally.
