Honda GCV160 GJRPA Auto Choke Thermo Wax

Is there any way to test this auto choke system particularly the thermo wax piston. I tried cleaning it and sanding it however I don't know if it is good or not. It starts at a high rev and then slows down to normal within a few seconds.

The thermowax piston will extend out of the housing when it warms up enough, keeping the choke held open so that it doesn't flood when you shut off the engine and try to restart. It will retract when cool to allow the choke to close. If it doesn't, it is bad.
