Another Toro 2 stoke not running well question

Toro CR2450. about 6 years old, rebuild the carb 2 years ago.

Starts right up, choke works, but has no power when it enters snow.

I can manually turn the governor linkage on the carb which caused the blower to increase RPM but it's not doing it on it's own.

Ive searched out governor issues without much success, any comments?

Found that the throttle connected to the governor was not rotating freely so I pulled the carb off and cleaning/rebuilding.

So looking past the governor linkage it looks like a small flap that pivots upward which moves the linkage.

I need to read more on how this works!

Governor is a simple flap/wing that pivots as air comes off the flywheel, nothing complex.

Cleaned carb reinstalled and linkage to the governor was cleaned, it rotates freely now.

Started right up and everything seems in order, need to see how it operates under load, ugh, need some snow!
