Toro 1128 Snow Thrower - lift triggers but will not turn left or right
I have a 2010 Toro 1128 OXE snow thrower. Will not easily turn left or right when I lift triggers. The axles stay engaged.
I thought it might be the cables needing adjustment. It's not. I pulled off the bottom rear plate and I see that both left and right cables are pulling the rings that operate the "fingers" to their max and the fingers are disengaging with enough room that the wheel should free-wheel and allow you to easily turn, but the axle still remains engaged. Anyone have experience with this?

Craftsman EZ Steer stuck or sticking.
