8hp simplicity snow blower

Wire came off from key ignition switch and I don't know where it goes.not sure if its a ground or hot

Could be either.
A switch for a small engine will usually apply voltage to a relay to start it if electric start and short the ignition coil to ground to stop it.

You will need to examine the switch to see if you can determine where it came from.

Those snowblowers usually have the AC starters with just a push button for starting. The wire off the key switch is most likely the kill going back to the coil or a wire from switch to ground.

If the key still works to kill it, the wire would be a ground and the switch casing is grounding.
