Idler pulley adjustment

Idler pulley adjustment
Doing some tune up on my walk behind mower, replacing the main hydrostatic pump belt.
There is an idler pulley that needs to be tightened and it's attached to the main chassis with a carriage style bolt.
The problem is the bolt goes into a slot and I dont have a tool to add tension to the pulley to get it anywhere close to the original position.
Figure I need some type of tensioning tool, something like this but not having any luck searching, what are these called?

The one in the first picture is a bolt, nut, washer, and socket with a couple pieces of wood. It would be terribly easy to build one like it yourself.

That Evil spreader was used on belt drive bikes.
Pulley spreader. Just about an extinct item now. J.C. Whitney used to carry them.
Similar but too long.....

You're pretty handy. You could make something using a turnbuckle.
Cut the ends off and braze on your own half round fittings.
