Kawasaki FJ-180V - governor stuck?

When I fired up my rotary lawn mower yesterday for the first time this season, it revved up to maximum RPMs or thereabouts and acted like the governor on the FJ-180V (not KAI) engine was stuck open. Sure enough, I can't seem to move the governor arm, even after turning the mower up on its side and spraying PB Blast on the governor shaft where it enters the crankcase. Would anybody have any suggestions? Thanks a lot.

Make sure the throttle plate in the Carburetor is not stuck or wedged open.

Wow, thanks a lot, BFH! That is exactly what it is acting like. I'll take it apart and see why the throttle is stuck open. I really appreciate it!

Removed the carb, a Walbro LMJ, and found that the throttle shaft and butterfly are stuck wide open. Still wouldn't move after squirting it well with carb cleaner, so I am soaking it. I would like to fix this carb because replacements are not cheap.

You might find that the screws that hold the butterfly to the shaft are gone and it is simply wedged in the throat.
I doubt it has corroded stuck.

Finally got it to move after removing the carb, squirting it good and wiggling the throttle shaft a lot. I think it was gas residue that caused it. Thanks again, BFH!
