Electric Car

Hey- I was wondering about what engine I should use for a small, one passenger "go cart" that would be street legal, either electric or gas.. I am 14 and can legally drive, but want to build a car that's affordable..

None of them are 50 state legal because they:
1) Don't go fast enough
2) Have not been approved for safety, acceleration and other standards as our gov't specifies
3) Do not have designs that conform to generally accepted standards
etc, etc
Now as for a use for fun on the street (hey who said that? Ok, dead end street ), I would go to a place like Kart World or something and get some plans. Most have a B&S or Tecumseh (my choice) 5hp or less engine. I have some old minibike frames from when I was a kid that I want to restore and give to my nephews one day .
