Hello.

More questions:
1) I replaced the oil seal and gasket. Can I run this "engine only" to see how it sounds and works, or do I need to install the blades and guards so it doesn't overspeed?

2) What are those holes for on that lever ("Here")? I found exploded parts diagrams, but can't find anything to show how the linkages are supposed to be connected, and if anything goes in those holes.

1) It depends on the flywheel, if it is not weighted IE: Aluminum the blades act as counterweight and the engine will not over speed, in fact it will kickback as there is no momentum to spin the engine past the compression stroke.

2) The different holes along with different tension of springs are used to control the top governed speed of the engine per the equipment manufactures requirement or spec. You should only use the correct spring and hole that the chipper manufacture requires.
