Cub Cadet 173 cc self propelled 12A 18MC596

Bought this basket case yesterday the mower would not run all the usual. Carb plugged, pull cord broken, springs on carb all wrong, old gas. So repaired all, took carb off, cleaned and ran my fine drills though jets. Started right up, but surging. Can supply short vid. The gaskets on the cab manifold were leaking. Put some high temp silicone on. Stopped leak but didn't solve issue. I'm somewhat suspicious that the gaskets are on incorrectly, but can't find stack up. I know is too much fuel as when it surges. Black smoke and plug is black. Any help would be appreciated. Thanks

If you used a drill to clear the main jet, chances are it's too big. Less than one thousandth of an inch makes a big difference. Does it leak gas when it;s not running?
