Engine will not turn over
I have a 20 hp Briggs and Stratton motor on a craftsman rider mower. When you turn the key the motor will make one revaluation and stop. It is very hard to turn by hand. I have put in a new solenoid and starter. I also have adjusted the valves to the correct specs, put in a new spark plug, tried to jump it with a car battery and checked the timing. I’m pretty much out of ideas so if anyone has any suggestions it would be much appreciated. Thanks

What model number is the engine?
You said you put in a (singular) new spark plug. Is your engine a twin cylinder?
What was the initial problem that caused you to replace the starter and check the valves?

Battery cables corroded (possibly under the plastic coating), which wont allow enough voltage to the starter.
You mentioned other parts you changed but you didn't mention changing the battery itself.

A couple comments; 1 are you sure you adjusted the valves properly. 2 Sounds like the compression release on the camshaft is toast.

"over 12 volts" on a battery at rest doesn't tell you much. Even a bad battery can show over 12 volts when there is no load on it. You need to test it under load.
What problem was the engine/mower having that caused you to work on it? Hard starting... hit something with the mower now it won't start... was blowing smoke... was making a funny sound. Give us something to go by otherwise we're just guessing.

Sounds like a single cylinder engine and either mis-adjusted valves or a bad compression release on the camshaft.
