Hello Steve and Welcome to the Do It Yourself Web Site and for posting your question in my Small Engine forum.

The weed eater string trimmer most likely has a restricted high speed fuel circuit within in the carbs internal fuel system. To correct this problem the carb will require removal and an internal carb cleaning {boil out in mechanics lingo} and a new kit carb kit parts installation.

If the mower will not crank, you'll first need to check for external mechanical reasons. All found okay there, read the recent posting on this subject matter of internal engine problems.

Post back the results of your findings.

Good Luck,
