John Deere LA135 Briggs carb question

Model# 441777-0130-B1
What's the black plastic piece called that sits above the butterfly that has 5 holes in it?
Is it prone to go bad? It won't start without starting fluid and sometimes that doesn't work. I am getting gas, spark and someone already cut the tip off the solenoid so that shouldn't be it. Two weeks ago, started it with starting fluid and it ran great for 3 hours. Yesterday, I could only keep it running with fluid. Any ideas?

If you have used that much starting fluid, you might want to check compression.
